not working on multisite

I have the everything installed and activated but I get a notice saying nothing is installed or activated. I tried the same setup on another multisite with this plugin contact form 7 and reCAPTCHA all installed and it says the same thing. Not sure if I need to change some setting or something but any help would be much appreciated because I really like contact form 7 and would like to keep using it on my multisite.
