This could mean that something with the access capabilities is wrong. Could you please try to restore them, with the approach from https://tablepress.org/faq/tablepress-is-missing-in-the-admin-menu-on-the-dashboard/ ?

I opened the options.php and can’t find “tablepress_plugin_options” in there

with “opened”, do you mean you opened the actual file, or did you surf to https://bdigitalads.net/wp-admin/options.php in your browser?

I first downloaded it, now I just clicked went within my browser, still no option
