Not Spam Marking

Hello,
This is more general (workflow) question and not a stupid one, at all…
Just tell me if I am wrong:
- Form is filled out.
- Email/IP is marked as spam.
- Email/IP can not submit form.
- Email/IP calls us and tells that he/she can not submit the form.
- We check the message content and assure that content is not a spam.
- We mark the Email/IP as Not Spam.
- Email/IP is on our whitelist.
- Email/IP should now submit form with no problems.
My question is:
Is there any way submitted data, that were blocked and now are whitelisted, to be send automatically? (I know this sounds funny).Or Email/User should fill out the form again and send it?
