Not seeing "After a file has been uploaded, you can add titles and descriptions"

The entire Media UI was remodelled in WordPress 3.5, so you now edit images by uploading and then selecting them – either via Add Media or via the Media Library.

I think you meant loading each image’s edit page, yes? I’m afraid that change was part of the new media handling in WordPress 3.5. At the present time, I don’t know of any way to bulk edit images via core but there might be a plugin out there that could give you this functionality back again.
