Not saving Chinese characters correctly

I have WordPress set up with big5 (Traditional Chinese) I still use english in the admin area. I tried to enter a chinese title and description into NextGen for an image but it would not accept it. It just change to 2 characters which were wrong.
All the posts and pages are working fine with big5 and haven’t had a problem until this one.
Can you give me some idea what I need to change in Nextgen so it saves chinese correctly. I did not use the language file for chinese because I don’t want the admin area showing chinese.
