Not possible to create a empty site error

    Hello,

    I am getting this error when trying to add new site.
    Error message is Not possible to create an empty site.

    I have read some tutorials, help on net… and also disable all plugins and themes and still can not add new site.

    I started a new server and I restore a backup and I can create new sites with plugins and themes activated until I change the main domain.

    My setup is Nginx, Multisite WP 4.4.1 subdirectories, Ubuntu.

    If anyone have same issue as mine, I can add new if I put the ip (old domain) back on wp_site and wp_blog (main site only). I add new site than change back these tables url and also of wp_options(number new site).
