Not getting emails

My site is https://www.michaelsemer.com, so take a look – I’ve left the popup enabled, though it’s broken. Current issues…
* It’s not sending emails to the specified address (though using the same shortcodes on my Contact Page seems to not be an issue)
* After hitting “Submit,” the fields don’t clear and the screen jumps down the page
* When attempting to modify the email setting through the SETTINGS menu, it locks up and doesn’t accept the changes (using Ajax/Grunion)
* Author/site admin emails have been set to the same address I’m trying to specify for Sticky Popup, so the “default” setting should have queries sent to me, correct?
