Not Decoding Title. Getting things like & #8211; in the calendar

For some reason the dashes and apostrophes etc aren’t being decoded on the calendar page “by-date” but it is decoded in the actual event page, events schedule and by name. I get & #8211 (without the space) and & #308; and & #8217;
See events this month (october, 2018 and may 2019)
