Not calculating envelope

I can’t get my product, which is a little 2 inch square packet of glitter, to pull the envelope rate for USPS.

In the Zone USPS Shipping setup I added the envelope size and checked Letter. Under the product Shipping I entered the correct dimensions and weight of the product (in decimal form). I also checked Envelope.

I turned debugging on and added the product to my cart. It selects a small box and thinks the weight is 1 pound 3 oz. when it’s only 3 oz. I can’t figure out where it’s getting that extra pound…
