Not caching or minifying on Mobile

After checking the Google Page speed report, I see that Google is complaining about the external resources which cannot be handled by any plugin (3rd party resources that are loading on your website from the server other than yours), and the files optimized by Autoptimize:

As I’ve mentioned, W3TC or any other plugin for that matter cannot handle 3rd party resources. And as for the files related to AO, I am sure that if you reach out to their support they will be more than happy to assist you with eliminating render-blocking resources since you are not using W3TC minify.

Also, note that it’s not possible by any plugin to remove unused JS/CSS files. The problem is that some themes and plugins are loading those resources on every page and not just on the pages intended.
So this can only be done manually at the moment and in development by dequeuing the files one by one.

Even I have tried with deactivating Autoptimize. But giving only 23 in mobile

This is expected. Just to clarify, I am not saying that the AO is the cause of the low mobile score.
Ao as W3 Total Cache combines and minifies the files. If those files are render-blocking that they will remain render-blocking after modification. W3 Total Cache has the option to “Eliminate render-blocking CSS by moving it to HTTP body” however this option is available only after upgrading to the Pro version of the plugin.
Removing unused JS and CSS, as I explained needs to be done prior to Minifying the assets as the plugins cannot know which part of the file is unused.
