Not Blocking Countries supposed to be Blocked

We use the plug in on a few sites and select the countries that we want to be able to access the site (inverse selection on the frontend page). The problem is that it does not seem to be blocking people from countries that should be blocked.

I am not sure if we have the right boxes checked. To allow only certain countries to access the sites should we have the following boxes checked?:

1. Block visitors from visiting the front end of your site
2. Select Countries that should be blocked
3. Inverse the selection above (to allow only the countries listed to access the site).
