Not all users synced from AD

We have a Multisite environment and we are syncing the domain users group (id:513) but not all users getting synced. I can only see 78 percent of our users and what me really confuses is the fact, that everytime when I create a new site, new (users already exisiting in AD) users will be synced to the new site. Any idea? TIA!
