    Doesn’t pick up every single plugin, only maybe about 60%.
    And the list of options is just outrageously reticulates, I use supercache and this manager picks up each individual cached file and other meaningless fields expecting you to change something which means this plugin’s setting page now has about 300 to 400 or more (never actually stopped to count them) fields to edit before you get the plugins section only to find out it does’t display every plugin.

    If the plugin is marked network only, or is already network activated, or access is granted globally already in MPM settings, then it has to be excluded from that per site list. Per site permissions are only for compatible plugins that are not managed globally.

    As far as that page, it is generated by WordPress core, and that is the only hook available to insert per site options into. I wish it was possible to add them as another tag like the themes list is.
