Not all links are moving to headers

Hi,

I noticed one issue, that I cannot figure out. I enabled table of contents and for some of headers the link is no working. On this particular page: https://imperiumromanum.pl/wojny/wojna-domowa-cezara-z-pompejuszem/

only 3 links are working. I highlighted those which are not working (with yellow) https://ibb.co/2vx8J2H
For other pages it is similar, some are working some not.

Can you please check what may be the issue?
