Not Adding more than 400 Terms at once

Dear Developer

Great Plugin. Well Done.

I just have an issue im trying to import cities of the world with state, country and region such as

Ocenia
-Australia
–NSW
—Sydney

There is nearly 40000 lines and the plugin seems to be frozen.

I have changed the php ini execution time, var etc…. to max 999999

but still no luck do you have any suggestions please
