Not able to manage plugins with MS Plugin manager

    Hello All,
    I am facing very strange issue with MS plugin manager,
    I have downloaded plug in successfully and also integrated,
    I have create 2 sites using multi site, now I have to activate some plugins for site1 and site2.
    I went in Network Admin -> Sites-> Edit site-> Setting and enable plugins at bottom, but these plugin is not enable for their user.
    Can anyone please help me, I am not able to found proper forum for that.
