not able to download/install any plugins

May be a permissions problem. Check the wp-content/plugins directory and make sure the permissions are set to 755.

I would also check with your hosting company, they may be able to help.

download on your pc>>unzip in plugin directory>>check site(refresh)>>plugin>>activate
