not able to create a pop up with elementor

I’m trying to create a pop up with Elementor either from scratch or using one of the templates. None of these options is working for me. I just get to the screen with “pop up title” and “content area”, but I’m not able to change anything or add anything. I simply don’t have this “add section” button or anything like that. When I’m trying to create anything else but the pop up everything works and I can add sections and so on. What can be the problem?
