Not able to change header color text

Hi,

I tried to change the header text (“Consumer Confidence Index”), but its not working, as is there any way to reduce the header size or to delete it but it should loose the responsiveness of the website?

Also as you can see the blue background in the website, I don’t want that blue background after the page content gets over as eventually I want to make the website as short as possible so that the scroll gets removed.
