Not able to access xmlrc.php through windows live writer and emacs (org2blog)

Windows Live writer 2012 (build 16.4.3528.331)
WordPress 4.3

when trying to post getting this error message in WLW:-

An unexpected error has occured while attempting to log in :
Server Error - The server reported an error with the following web address:
https://exceljuggler.org/blog/xmlrpc.php
502 can not find server

in emacs getting –
502 bad getway error.

how to look for and where to look for source of problem ? haven’t change anything (plugins) except updating wp to recent version. Is that a source of problem?

Any help will be much appreciated…
