Non-subscribers seeing blank page

How do I set up RCP to restrict “Page A” to subscribers only and non-subscribers would be redirected to “Join” page? I thought I had this working, but now I am uncertain if I imagined this functionality. Right now they see “Page A” with the page title and no content, unless I put text in the Messages settings. I swear/wish I had it working this way, so did something change recently?
