Non-Latin Character Slug Not showing correctly

Hi,
I wonder if anyone has had similar problem.
My site is multilingual and supports Russian, Chinese, Japanese besides English.
And the problem is that if a page or post or buddypress group (or perhaps anything) has a slug that ‘s written in any of the above non English languages. e.g.
https://my-domain.com/cn/中文链接/
The URL can not be refreshed in chrome/firefox, meaning
If you copy and paste this link to chrome/firefox , it will not work. However , if you copy it to IE, it will be converted to something like the following:
https://my-domain/cn/%D0%B3%D1%80%D1%83%D0%BF%D0%BF%D1%8B/
and start working.
And in the database table, the link is also stored in the same form as the above.I know it’s something with the browser, but is there anyway to handle it so that the link will work in all those browsers.
