Non-admins seeing OTP button

I have set my blog to only require users with the Administrator role to use Two Factor Auth; however, users with Editor roles are reporting that they are seeing the OTP button on the login screen and are unable to login. They get a message telling them to enter a OTP, even though it’s not required for their user roles.

How can I fix this?
