NOINDEX on Parent Pages, Applies to Child Pages?

If I set a NOINDEX on a parent page, does that mean the child pages of that parent will also be NOINDEXed?
For example, I have created a “Services” page which is set to NOINDEX. Wil the “Design” page, which is a child of “Servces”, also be NOINDEXed?
