No Theme on site and outdated looking

I recently lost some information from my host losing both my blogs. I have been trying to recover both blogs and so far only one is working correctly and has been restored.

The second domain\blog is what I am having trouble with. I installed via Fantastico and went through the very same steps as last time. The problem is when I access the site frequencysolutions.com, the page only contains text, and looks like it was created in 1997

Can someone let me know what is going on and whyat to look at? This is my main business site.
