No Shipping Method Found

I have shipping to the US set up but for some US customers, they receive the message, “There are no shipping options available. Please ensure that your address has been entered correctly, or contact us if you need any help.”
I have tested and I am able to complete the order if I am logged in but I can’t if I am not logged in, I used the same information both times. Suggestions?
