No Settings in Dashboard

I’m developing a new site and your plugin looked great but I am not getting any Settings in the WordPress Dashboard.

This is a screenshot of all I see. I’ve deactivate all other plugins with no change and this is a very standard twenty-twelve child theme I’ve used many times before so i don’t know what I’m missing.
