No save button on settings page even after logging in?

I’ve setup instant article on my two sites and things are going well. Now approved by FB and posting live articles, I wanted to setup audience network and third party tracking.
While I thought I was going insane, what I’ve realized is that even when I’m logged in and the plugin being activated, there is no save button which I’m told should be at the bottom of the page.
There actually isn’t even a text entry field for third party integrations. It just says third party integrations at that’s the bottom of the page.
Any ideas? Is is the version of WP I am on perhaps? Anyone else having this issue? Without being able to input and save this information, it’s a big issue because we’re diverting traffic that would normally go to our sites (from our fb following) to pages with no tracking or ads.
