No response from localhost after restore

I had to restore from a backup copy of mysql and wordpress after installing Fedora 9 clean.
I’ve got apache and mysql running just fine. If I define index.php as a simple file calling php_info() and type “https://localhost” into the URL bar, I get the appropriate php info display. However, when I switch the index.php file back to the one that was working before the restore — the standard WordPress index.php — and type “https://localhost” into the URL bar, I wait 90 seconds and then get a time-out error message.
I’ve checked file permissions; everything under /var/www/html is owned by apache, group “web.” Apache owns his log file. Mysql seems to be running just fine.
My web site talks to the internet through a Linksys router using port forwarding and dynamic DNS. For some reason the router says it’s unable to reach the remote host, meaning, I’m pretty sure, it’s not able to connect with DynDNS, my dynamic DNS updater. Could this explain my problem? (I’m pretty sure the answer here is “yes,” but I want confirmation.)
Any ideas?
