No plugins available on my dashboard

Hi,

I’m not sure which wordpress version I’m using. I downloaded the latest version but don’t know if that installed it or not.

I’m looking to add my online store to my site and don’t have any plugins. I also don’t have permalink in my settings category. How do I get those on my dashboard so that I can download an e-commerce theme from another website I’m interested in using? Also, I use Dreamhost as my hosting site if that helps. I first step up my wordpress account then my hosting account afterwards. I don’t know if that helps but thought I might share that info if that helps.
