NO plug-ins drop down menu in my dashboard?

My blog is hosted through Go Daddy so i should be able to use plugins right? Its specifically the advertising manager that i want to use and i have uploaded it to my hosting control centre through my go daddy account manager. But on my actual wordpress administration panel there is no drop down menu for plugins. In all the screen shots it shows it between appearances and users, but its definately not there. Little help?? BTW – im new to wordpress.
