No "Pay Now" button on Return for Payment URL

When a client registers for a training they get an instant email with a summery of the class.
If the balance has yet to be paid they can click the link in there email to see the payment information. When they click the link the “Return for Payment” page loads and shows an unpaid balance (if no payment was made) and states “No Payments Received!” but there is no link or button that says “Pay Balance Now”. How do I have the button added so they can pay their balance?
