No options to create configurations

Hi,
I don’t get an option to create configurations, this is all I see when I click the “weight based” tab in the shipping settings. I tried this on WordPress 3.6 and 4.0 after I updated, no change. Also tried, deleting/reinstalling.https://i.imgur.com/6cQgHBv.png
And when I try to edit those configurations, it sends me back to the “create configurations” button.
