No option to change upload folder, dates are random

I am running on a IIS 7 server and I don’t know if this makes a difference.
1) I do not see the option to change the upload folder
2) I have chosen this as my slug: /%postname%/%year%/%monthnum%/%day%/ and I am getting random dates for my folder names, like 2011/7/12 although it is May 2013. My server date seems correct, and this is not the file’s date so I am not sure where it is coming from.
