No notification is being shown for new version of plugin

Ok so i updated one of our plugins from 1.0 to 1.1.

Everything is showing fine on wordpress, meaning if you go to www.remarpro.com and do a search it shows there as 1.1 AND even if you are logged into our blog and search that way it shows on www.remarpro.com server as 1.1 but if you are logged into the admin of a site that had 1.0 installed. Its not showing a notification to upgrade automatically to 1.1 under the plugin section. Its still just got our 1.0 and no link underneath it saying There is a new version

Its like www.remarpro.com doesnt know how to send that notification to users of 1.0 or we are doing something wrong on our end??

Can someone advise?

Im using TORTOISE SVN program, I have made sure that the 1.1 version is in the TAGS folder as well and committed update but still nothing. In the tags folder right now there is a 1.0 and 1.1 folder and both have green check marks on them
