No menu option

I am experimenting witn wordpress 6.2 and the new editor. I am doing this on a localhost server on my computer. The editor seems fine and works awesome. However I noticed that there is no option to create or modify a menu on the wordpress dashboard. Also, on the laventa theme editor I cannot find any menu options. I have also a live webshop that is upgraded to wp 6.2 and there is a menu option availlable. But, of course, it was already there before the update and uses the helo theme from elementor. Is this a bug or am I missing something? I cannot provide a link to the page because this runs on localhost.
