No "links" Tab On Dashboard with New Installs?

When? I create four new websites a month using word press. This month my dashboard was missing the “links” tab. I heard rumors may happen, when did it?
Why? Why did they do this? This was a valuable tool.
How? How do I get them back? Has someone made a plug-in?
