No increase (speed) in certain components.

I wonder if you could help me, please.
I have all options ON however when running GTmetrix my site fails on;
Add Expires headers – (f) 7 static components
Minify JavaScript and CSS – (f) 5 components can be minified.The theme is velvet-wp if that helps? https://themeforest.net/item/velvet-responsive-onepage-wordpress-theme/11090089
