No https since upgrade

I upgraded from 3.12 to 3.2 and then 3.2.1, and I am not getting any https action! This is on a multisite setup. I have confirmed that home and site_url are set correctly in wp_options and in wp_xx_options for each of the subsites.
BTW, these URLs are on a staging server, so you won’t be able to access them. I need to get it working so I can roll it out to the live sites at blog.doortodoororganics.com/colorado, etc. though.
With debugging enabled, I see this in the html source code:

I have “Force SSL Administration” checked, and the admin page is not secure either.
Any suggestions are most welcome!
