@vuster, we are not seeing any such reports from other users nor we are seeing this on our live / sandbox sites so something unique must be happening in your case.
Please provide staging site URL with Paypal sandbox enabled so that I can run some test and see whats going on there.

Also ,Can you do following debugging steps:
    – Disable all extra plugins except for WOO, and ours then check
    – If that works then re-enable them one by one to catch the culprit.
    – If both of that didn’t fixed the problem, then switch to basic twenty theme with both WOO and ours enabled and then check

I will wait for your feedback.
    Thanks!

I just switched to the Paypal plugin by WooCommerce and it works again too!

    Clearly it’s a plugin issue.

@bishwadeep, did you clear cache/cookies after downgrading?

It seems like it may only be happening if you have WP_DEBUG enabled (or error reporting enabled on the server directly) and it’s because of a WooCommerce notice that is getting thrown in their latest version…

Warning: undefined variable 'no' in /wp-content/plugins/woocommerce/includes/libraries/class-wc-eval-math.php on line 321

When that notice gets output it’s interfering with the the JSON/jQuery that drives the Smart Buttons.

We’re working to confirm this now and get an updated released right away, but you may want to look into that if you’re having this problem.

    Hello All,

We apologize for the inconvenience you are facing with Smart Buttons, we are still trying to figure out the cause as till yesterday it was working fine and today its not so something from PayPal is not working right now, we are working with the Tech support to get that sorted.
For now the quick solution would be to switch OFF smart button and use the regular Express Checkout Option and that would be the best remedy in this situation.

You can turn OFF smart button from WooCommere > Settings > Paypal Express Checkout > scroll down to the last of page and turn it OFF

We will try to get that sorted soon and will update you guys here.
    Thank you!

We noticed that the latest updates of WooCommerce were triggering PHP notices, and these notices were getting included inside the JSON that gets passed around by the jQuery that drives the Smart Buttons, which broke them.

We adjusted to ensure we always have clean JSON in these cases and that seems to have fixed the problem. Please do let us know if you run into any more issues, though. Thanks!
