No Groups Showing In Send to Group(s)?

I am trying to send a message to the subscribers on my site. But when I open the Send To Group(s) page, no groups appear in the Recipients box. I checked the Users and they all seem to have Notifications and Mass Email set to “On.”
I do have 10K subscribers. Could that be it?
