No Form To Upload Plugin On www.remarpro.com

Okay, so I made my first ever plugin and I am trying to upload it to the extend area of www.remarpro.com but when I go to add the plugin I only see “This form is only for plugin developers. If you’d like to see a plugin listed here, please contact that plugin’s author.” and no forum to upload or add it.

What am I doing wrong? I am so confused? I feel like it shouldn’t be this hard?

ALSO, it will not keep me logged in, in both the Forums/Extend part of www.remarpro.com. I have to re-log in every time I switch, is that normal?
