What theme are you using ?

Remember that using flags need prerequisites in css (style) of this theme ! and more (like theme_support function… https://2014.extend.xiligroup.org/en/1578/xili-language-v-2-15-the-easy-way-to-manage-flags-for-language-selection/

for better targeted support, uses the support form in 6th tab on xili-language settings…

this is the theme i am using: https://themeforest.net/item/view-2-in-1-wordpress-responsive-themes-/1529090…. after that issue i added widget area to my theme. but now i figured it that i need sidebar area for the widgets…. so maybe after having sidebar area, i can put the flags and see them?
