I have the same issue on my dashboard with downloads now.
I think the issue is comming from wp.org API because it works some times, and some dont.
I’ll try to find if they’ve made some changes on the API (maybe limiting the requests?) and let you know.

I looked at the plugin API 1.2 (the one using by the core now) the “downloaded” field isn’t present anymore.
I’ll think of a way to deal with this, but it is possible that this value wont be avalable anymore since WordPress considere the “active install” value more accurate and reliable.

You have to use “active_installs” instead.
