No countries to choos from

I am trying to add a country in Woocommerce/Settings/Zone Pricing, but there are no countries to choose from in the countries box. I type in the country (in this case, China) but consistently get “no matches found” regardless of what i type. There is never a country list to choose from and i cannot proceed at all.
