This would greatly depend on your set-up and configuration, you might be loading scripts on your site that are not being blocked yet, and as a result, they set those cookies without consent. Or it concerns Functional cookies that don’t have to be blocked.

It looks like most of the cookies that are still being set without consent, are placed as a result of the tags in Google Tag Manager that are not configured to wait until consent is obtained.
We propose firing the tags inside GTM based on consent, by changing their?Firing Trigger?to one of the Complianz consent triggers (as opposed to a trigger such as “All Pages”, which doesn’t wait for any consent).
After which you can change the Firing Triggers of the tags that should wait for consent, to one of these triggers.?In the below screenshot you’ll see that my Google Analytics tag fires on “Statistics” consent, and the TikTok Pixel on “Marketing” consent.
