No Content Blocks, safe to disable?

We had a developer install Global Content Blocks on our site, but I don’t think they actually used it. When I view the settings page in the list of content blocks it simply says “No Content Blocks yet!”
Is this a clear indicator that the plugin is not being used and that it is safe to disable it? ….or is there another way they may have utilized the plugin which would result in there being no content blocks visible on the settings page?
