No comment area

I am not able to have comments on my theme for some reason. I have the jetpack version of comments installed and that did not work. I then downloaded the Disqus plugin and installed that and still not able to have comments on my posts. I would like to be able to have the readers be able to put up comments if they choose but I am at a loss on how to do this. Thank you very much.
