No Cache plugins being used

I’ve disabled all plugins but Wordfence and Sucuri and I’m not running any cache-specific plugins at all. When I use a tool like fastorslow.com which tries to access the site from locations around the world, it shows all locations accessing the site. I have a very similar setup and the same 2 plugins enabled on another site and it is blocking all the countries except for the 2 I want to let through.

Is it possible something in one of the plugins is acting as a cache – even though all the plugins (besides Wordfence and Sucuri) are disabled?

I do have a popup creator that stores poppu forms and another that stores site surveys. It just doesn’t seem like those would be functioning like a true cache plugin.
