no available payment methods

    I am getting the message “Sorry, it seems that there are no available payment methods for your state.” when I use Woocommerce PayPal checkout. But I don’t get it when I use the PayPal Standard checkout. So I am now very confused. Do I need to add payment methods to the countries I am selling to? I can’t see how or where.

    I cant use the standard checkout because it does not have ‘Subtotal Mismatch Behavior’ settings so that WooCommerce can add the appropriate shipping cost.

    I am pulling out what is left of my hair.
